 Some Responsibilities are:

  • Effectively escalate or redirect issues to appropriate resources as necessary.

Core Hours:  8:00 am to 4:30 pm Monday through Friday. Some flexibility is required based on department needs. 


The Systems Analyst II serves as liaison between County Information Technology (IT) and Health and Human Services. The Systems Analyst II is a member of a cross-functional team where teamwork, collaboration, challenges, and continuous learning are the norm.  The primary responsibilities of this position include managing projects, training department staff, implementing software, and supporting Health and Human Services end users. This position will function as an integral part of our Systems Analyst team, including answering phone support calls, coordinating problem resolution, and documenting solutions and procedures.


 Key Responsibilities:
The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Provides support for end users to solve problems or answer questions relating to department issued hardware and software for department, county, and state systems. Identifies resolutions to complex questions from end users in a timely, positive, and professional manner. Ensures customer concerns or needs are met. Knows and understands when to expedite, escalate, and redirect issues and situations to other resources/departments.  
  • Serves as a liaison between the department staff, state system staff, and outside vendors. Coordinate IT projects with state and regional partners as required.  Attends state and regional meetings as needed.
  • Provide systems analysis, design, configuration, testing, and deployment of new technologies for the Department of Health and Human Services.
  • Provide training on system applications to department employees at various locations both virtual and in-person. Writes and revises procedures manuals and training material.
  • Reviews available software packages and makes recommendations.  Reviews new products, procedures, and methods of operation. 
  • Maintains electronic records; reviews data for accuracy and quality assurance; monitors data to assist in meeting federal, state, and local performance standards.
  • Develops, maintains and monitors interfaces to other systems.
  • Analyzes and evaluates user's processes and procedures for efficiency; learns and understands user's needs; requests enhancements to data systems, and recommends technology solutions. 


 Education/Certifications/Experience Requirements:
  • Associates Degree in computer related field with three to five years of experience in computer systems 
  • Project coordination, system development, and strong communication abilities.
  • Or any combination of education and experience that provides equivalent knowledge, skills, and abilities.


 Required or Preferred Skills:
  • Analyze software and design information flow; make recommendations as necessary. 
  • Manage multiple, concurrent projects, activities and tasks under time constraints.
  • Exceptional communication, teamwork, and influencing skills that foster a collaborative and continuous improvement environment. 
  • Comprehend and interpret a variety of documents including letters and other correspondence, records, various internal and external reports, policy and procedure manuals, evaluations, logs, statements, etc.
  • Prepare a variety of documents including general correspondence, reports, data reports, procedures, etc. 
  • Excellent facilitation and organizational skills.
  • Strong critical/analytical thinking and problem-solving skills. Problem solve issues and to resolve conflicts. 
  • Effectively interface with staff at all levels and train other staff as needed.
  • Use and interpret computer related terminology and interpret department needs to programmers. 
  • May also require ability to make use of descriptive statistics.
