Summary Under the general direction of the Children, Youth and Families Division Manager serves as program manager of the Child Welfare Unit. Provides ongoing program development and administrative direction to staff of the Child Welfare Unit. Serves as Chief Juvenile Court Intake Worker for Intake functions. Performs related duties as required.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Serves as program manager of the Child Welfare Unit.
Oversees child abuse and neglect investigations, substantiation decisions, and decisions on follow-up services.
Functions as Chief Juvenile Court Intake Worker for Intake functions in accordance with general written policies adopted by the Court.
Responsibility for supervision of child welfare and juvenile court service cases, including meeting child safety and community accountability, permanency, and procedural due process requirements.
Backup responsibility for overseeing ongoing child abuse and neglect and juvenile delinquency cases and decisions on follow-up services.
Budgets, coordinates, monitors, evaluates, and authorizes interagency and purchased services related to Child Welfare Unit functions.
Ensures compliance of service programs with appropriate County, State, and Federal rules, and regulations.
Addresses and resolves complaints or grievances pertaining to Unit functions.
Plans and creates needed community services, program objectives, and structures staffing needs and funding of programs.
Functions independently in providing and supervising assessment, planning, coordination of resources, and educational/supportive services to a variety of clients experiencing a diverse range of problems.
Recommends and monitors program development, policies and procedures for the internal administration of activities, including case-specific and overall, unit operational procedures.
Provides agency and community education, consultation, and intervention regarding Department services.
Develops and oversees appropriate resources for children.
Assists other staff in the implementation of the Emergency Government Plan.
Performs crisis on-call duties as assigned.

Supervisory Responsibilities
Directly supervises employees in the Child Welfare Unit. Is responsible for the overall direction, coordination, and evaluation of the Child Welfare Unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; staff development, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints or grievances and resolving problems. Provides direction to para-professional staff and provides backup supervision to professional staff in other units within the Human Services Division.

Education and/or Experience
Master’s Degree in Social Work or related field from an accredited college or university; three to five years of experience in child welfare or juvenile delinquency; or equivalent combination of education and experience.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.
Ability to communicate tactfully, clearly, concisely, accurately, and to establish a therapeutic relationship with clients.
Mathematical Skills
Ability to calculate figures and amounts, such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills
To perform this job successfully, an individual should have knowledge of Internet, Spreadsheet, Word Processing, and State and County data systems software.
Certificates, Licenses, Registrations
State of Wisconsin Juvenile Intake Certification within six months of hire required, unless exempt.
Child Welfare Supervisor Professional Development Plan completed within one year of hire required, unless exempt.
Valid driver’s license in the State of Wisconsin and documentation of car insurance.
Access to reliable transportation.
