Hours: This position averages 20 hours per week with a flexible schedule based on office needs and activities. Some evening and weekend availability is required, with hours adjusted accordingly during the week. Participation in an on-call rotation is also expected.

Some remote work is available with approval from the EM Director. Department has flexibility with hours but no set schedule for remote working.Key Responsibilities:
The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Assists in the development, implementation and revisions of the County's Emergency Response Plan. Assists with daily operations and respond to the EOC (Emergency Operations Center).
- Assist with implementing special programs or training as required by Federal and/or State Laws and Emergency activities of the LEPC (Local Emergency Planning Committee).
- Works with local fire departments, other public safety agencies in the development of emergency response training and the development of hazardous materials response plans.
- Provides planning assistance and technical expertise for All Hazards Plans for community agencies and businesses.
- Assists in all activities related to SARA Title III compliance with industry, businesses and public agencies.
- Develops, coordinates and conducts training and disaster exercise, including public programs.
- Coordinates, advises, assists or administers the activities of the LEPC as it relates to the SARA (Superfund Amendments Reauthorization Act) Title III of 1986 and as it pertains to the overall strategic plan of the LEPC.
- Maintains a variety of systems including but not limited to Electronic Accountability System, CAMEO, MARPLOT, WHOPRS (Wisconsin Hazmat Online Planning and Reporting System), Athoc Mass Notification System. Monitors and updates the Outagamie County Emergency Management Social Media pages.
- Develops and accomplishes a yearly plan of work that includes work and personal goals.
- Manages the office financial operations
Education/Certifications/Experience Requirements:
- High school diploma, GED, or equivalent
- Related field knowledge or any equivalent combination of education, knowledge and experience which provides the necessary knowledge, skills and abilities.
- Must possess a valid driver's license and maintain
Required or Preferred Skills:
- Knowledge of the principles, practices and concepts of Emergency Preparedness and Planning.
- Knowledge of the applicable laws and standards of hazardous materials planning including the SARA Title III Act.
- Ability to organize and record various reports, plans and other documents as they relate to SARA requirements and the LEPC.
- Ability to work and communicate effectively and professionally with government officials, public safety agencies, industry and the public verbally and in writing.
- Participates in on-call rotation to ensure EM coverage 24/7 as assigned by Director.
- Ability to transport oneself to and from various locations in an efficient, timely and safe manner
