Environmental Health Sanitarian Supervisor

Reporting to the Division Manager/Public Health Officer, the Human Services Supervisor - Environmental Health, will provide supervision, leadership and coordination to Environmental Health Unit engaged in environmental control measures to protect human health, safety and welfare.  Additionally, the Human Services Supervisor - Environmental Health will develop and lead in the implementation of public health strategies that support the Public Health Division. 

The mission of Outagamie County Public Health Division is to PREVENT disease and injury, PROMOTE wellness, and PROTECT the health of the community.

The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. 

• Supervises and directs Environmental Health Unit activities.  This would include evaluating work assignments, oversee staff performance, provide guidance, address personnel issues, communicate organizational functions, identify and support professional developmental needs, and promote a cooperative work environment within the Environmental Health Unit.
• Provide oversight and manage the State of Wisconsin, Agent contracts (local health departments that are designated to issue licenses, complete investigations and conduct inspections) and assures that requirements are met, including completion of all mandatory reports.
• Maintains the State-required designation of Agent Standard (certified as correctly interpreting and enforcing Wisconsin Administrative Codes).  Assures that all eligible Environmental Health staff are standardized by successfully completing field standardization exercises and maintaining active standardization status.  
• Obtain and maintain the Lead Hazard Investigator certification to assist in prevention of childhood lead exposure through reducing lead hazards.  Additionally, collaborate with Public Health Nurses in providing technical assistance through case management. 
• Oversees the Outagamie County Public Health water laboratory operations including water analysis/testing, certifications, audits, corrective action plans and training. 
• Manages and develops on an annual basis the Environmental Health Unit budget.  Actively monitors environmental health purchases throughout the year in adherence within the annual Public Health budget. 
• Lead in the developing, evaluating, and maintaining of codes, policies, and standards of environmental health. Lead and participate in Public Health Division strategic planning, quality improvement, performance management and workforce development.  
• Assist the Manager in interviewing and hiring of new employees.  Trains new staff and assures ongoing training of existing staff. 
• Have a leadership role in maintaining the Public Health Division emergency response for the Environmental Health Unit.  Complete and maintain applicable training/certificates to support emergency response roles and responsibilities.  Maintains emergency preparedness core Public Health competencies by participating in preparedness training, exercises, and assists in emergency response. 
• Inspects and regulates regulated businesses, including food establishments, lodging facilities, recreational pools, campgrounds, manufactured home communities, tattoo and body piercing establishments, recreational camps and schools. 
• Enforces and follows statutes, ordinances, codes, regulations, polices, and standards of environmental health and safety. Coordinate activities with other County Human Service Divisions and County Departments. 
• Participates in community coalitions, task forces, and professional meetings as a representative of the Public Health Division.  Initiates and participates in educational training programs to improve environmental health standards within the community and regulated businesses. 
• Monitors environmental health indicators to identify and resolve environmental health problems in the community. Provides consultation regarding potential environmental hazards. 
• Conduct tasks related to the Public Health Division water laboratory, including collecting and analyzing water samples for recreational pools and private wells.  Conduct follow up enforcement actions or consultation as applicable. 
• Investigates health events and conditions resulting from communicable diseases; food, water, and vector borne outbreaks; chronic disease, environmental hazards; injuries; and health disparities.
• Maintains regular and predictable attendance, works extra hours as required and performs other duties as assigned.

• A Bachelor's Degree from an accredited college or university with a major in environmental health, physical or biological science or related science field is required. 
• Wisconsin Registered Sanitarian or National Environmental Health Association Registered Environmental Health Specialist/Registered Sanitarian is required. 
• Two years supervisory experience preferred. 
• Or, any combination of education and experience that provides equivalent knowledge, skills, and abilities. 
• Must possess and maintain a valid driver's license.
• Provide transportation to and from job assignments, and maintain driver's eligibility of employment.

• Ability to explain and enforce county laws, ordinances and regulations.
• Ability to operate a variety of office and public health equipment including telephone, personal computer, copier, fax machine, water test kit, thermometers, and autoclave.
• Ability to lift, carry, push, pull and move objects up to 20 pounds, understanding and utilizing proper body mechanics.
• Ability to withstand working conditions such as occasional exposure to dirt, dust, heat, noise, fumes, odors and hazards. 
• Ability to add, subtract, multiply, divide, calculate decimals and percentages, fractions, decimals, volumes, and ratios. Ability to interpret basic statistical reports and communicate information.
• Ability to comprehend, interpret, and prepare variety of documents including inspection reports, lab reports, referrals, evaluations, letters, invoices, licensing, budget ledgers, policies, and procedures.
• Knowledge of basic principles and practices of environmental sanitation and knowledge of applicable laws and codes.  Ability to secure, analyze, and interpret facts through investigations and inspections.
• Ability to communicate effectively with the general public, licensed operators, service technicians, and others verbally and in writing.
• Ability to understand applicable professional language and terminology; including medical engineering and design, legal, construction, and equipment operations.
• Ability to work in a team environment and review the work of others.
