The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Administer the County’s Stormwater & Erosion Control Ordinance by conducting technical reviews, inspections, and enforcement activities to ensure compliance with county codes and ordinances. Key responsibilities include:
- Reviewing subdivision plats and development plans for compliance with stormwater, erosion control, and drainage requirements, including validating cost estimates for required site improvements to establish financial assurances in accordance with county code. Conduct inspections during and after construction to verify adherence to approved plans and to determine project completion levels for financial assurance releases.
- Reviewing and inspecting site plans for commercial, industrial, and residential developments with respect to stormwater treatment designs to ensure compatibility with existing infrastructure and the county’s land development ordinances.
- Overseeing erosion control inspections for construction projects and permits. Preparation and distribution of inspection reports relative to those inspections.
- Reviewing survey-grade data and individual lot drainage and erosion control plans within developments to ensure conformance with approved plans and compatibility with adjacent lots. Evaluation of poor drainage areas in residential zones, consultation with stakeholders, and development of recommendations for resolution.
- Providing technical comments and summaries of plan review and inspection findings to applicants and responsible parties. Clearly communicating necessary changes and document reviews, inspections, and communications using the County’s permitting software (CityView).
Administer the County’s Floodplain Ordinance by conducting technical reviews, inspections, and enforcement activities to ensure compliance with county codes and ordinances. Key responsibilities include:
- Reviewing development plans, as-built drawings, flood studies, and permit applications for compliance with floodplain ordinance requirements. Conducting construction inspections to verify adherence with approved plans/permits.
- Updates and revising Flood Insurance Rate Map (FIRM) files, the County’s floodplain management program documents, and reviewing/processing FEMA map revisions (LOMC’s).
- Maintaining essential floodplain documents, elevation certificates, FEMA map revision files, and ensuring county compliance with FEMA’s National Flood Insurance Program (NFIP).
- Providing guidance on drainage improvements, flood protection, and mitigation efforts while coordinating studies, plans, and mapping activities with various agencies.
- Supporting flood emergency response efforts and assisting FEMA and state officials during audits, reviews, and floodplain management evaluations.
- Educating officials and the public on floodplain requirements, assisting in policy development, and collaborating with federal, state, and local agencies on flood-related projects.
Manage the Municipal Separate Storm Sewer System (MS4) Program and the Illicit Discharge Detection and Elimination (IDDE) Program. Perform or oversee tasks related to MS4 permit compliance including annual IDDE Outfall inventory, inspections, and annual reporting requirements. Conduct MS4 implementation planning activities such as mapping and modeling as well as track program objectives. Provide technical assistance to the Highway Department as it relates to stormwater facility design and/or inspections concerning MS4—or other county stormwater conveyance systems throughout the county highway system.
Stormwater & Floodplain Project Design and Oversight. Prepare models, hydraulic calculations, construction plans, regulatory permits, technical specifications, construction administration, inspection, and cost estimates for in-house projects as needed and as experience allows. Review consultant-prepared plans to ensure compliance with County standards. Coordinate project development with other engineers, surveyors, consultants, personnel, and property owners.
Asset Management. Oversee the identification and prioritization of maintenance needs for stormwater facilities. Implement and manage infrastructure inventory and maintenance tracking systems integrated with GIS. Develop comprehensive programs for repair, replacement, and maintenance of stormwater infrastructure including wildlife deterrence, shoreline and upland planting, pond and stream spraying, prairie burning, biofilter maintenance, bathymetric surveys, and dredging. Establish and oversee a system for maintaining and auditing private stormwater Best Management Practices (BMPs) including obtaining and tracking maintenance agreements. Manage routine maintenance, audits, and surveys of the County’s BMPs to ensure proper functionality, compliance with approved plans, and the development of accurate record drawings.
Long-Range Planning. Assist department staff with long-range development planning and priorities. Assist with monitoring department and project budgets. Assist in the preparation of stormwater or related grant funding applications.
Public Relations. Address concerns by responding to citizen inquiries and complaints related to stormwater, drainage, and floodplain issues. Attend public and committee meetings, as needed. Prepare notices, reports, and other documents to meet legal mandates. Serve as the County representative for regional stormwater projects. Oversee public education and outreach regarding stormwater management and erosion control. Actively participate as a member of local organizations including the Northeast Wisconsin Stormwater Consortium (NEWSC).
Additional Duties. As needed and as experience allows, develop Environmental Reviews (Phase 1, 2, etc.), conduct wetland delineations, provide planning or landscape architecture services, and write grants and/or conduct grant administration services.
Maintain regular and predictable attendance, works extra hours as required although extra hours are expected to be minimal. Performs other duties as assigned.
